If you follow the link on the Linrad homepage on how to install svgalib
you come to this place:

If you care to read all of it you will find the following.
svgalib-1.4.3 does not compile on newer compilers. In case 
you want to use it with recent Linux distributions, a small patch 
is needed. (Line 3917 of vga.c). svga143b.tbz packed with 
bzip2 (701276 bytes) 

If you really insist on using the only available stable
version of svgalib. Today I recommend you to use the latest
one available at svgalib.org

Sure, but you are on your own figuring out how to use it.
The RPM installer should do it for you....

By the way, Linrad requires the user to be root. This is
in order to get priviliges to access hardware. Ports above
255 are not available and some people have their parallel 
port higher.

Personally I ALWAYS do EVERYTHING logged as root, but I 
do not allow others to use my radio receiver for stupid 
computing;-)
