[linrad] Linrad 01.09: Soundcard Test Mode

Hi all,

The bug is corrected (hopefully)

There are no other changes except for some details in the
Morse decoding routines which are still useless (and will remain 
so for quite some time)

If you do not need the soundcard test mode there is no reason to
install 01.09 if you already have 01.08 running.
