I don't know which video card works best, but I ran into the same problems
as you did when I tried an ATI card with svgalib. I took a gamble and
bought an inexpensive card based on the nVIDIA GeForce 2 and it works well.
I think mine was called a Forsa GeForce 2 MX-400, but any GeForce 2 card
should work the same.
As I think Leif commented recently, svgalib is getting a bit old. That
means that the chipsets listed as supported are mostly obsolete. One
option, of course, would be to hunt for a used video card that is known to
work. Linrad does not demand much performance from the video card, so
there's no point in spending a lot on it.
I have no idea what video cards anyone else is using.
