[linrad] Restrictions on 02-09

The bug reported by Zaba (pixels outside screen)
is present regardless of operating system. 

Linrad-02.09 does not allow an expanded X-scale in
the baseband graph. As a work-around, edit your
file(s) par_xxx_bg and set pixels/point to 1.
