You haven't installed the C compiler, needed for making SVGALIB.

You are trying to install SVGALIB 1.4.3 on a Linux with kernel 2.6.x
The directory structure has changed with 2.6.x
/usr/local/man ==> /usr/local/share/man
/usr/man ==> /usr/share/man
Either define links or, better yet, change the makefile.
Or install SVGALIB 1.19.x
